What Document Attestation in Dubai Involves for Clients in the UAE and Abroad
Document attestation in Dubai is the process of having a document verified by each authority in a set chain, so that it is accepted by a government department, employer, university or bank in the UAE or abroad. Degrees, marriage and birth certificates, and commercial agreements all need it before they are recognised across borders, and each authority in the chain has its own requirements and rejection risks.
A document issued abroad is first authenticated in the country where it was issued, then attested by the UAE embassy in that country, and finally attested by the UAE Ministry of Foreign Affairs (MOFA). The UAE is not a party to the Hague Apostille Convention, so an apostille on its own is not enough for use in the UAE. US documents are authenticated by the U.S. Department of State, and the UAE Embassy in Washington has handled attestation through VFS Global since 21 August 2025. UK documents are first legalised by the FCDO Legalisation Office.
A UAE-issued document needed abroad follows the reverse route: MOFA attestation in the UAE, then legalisation by the embassy of the destination country where that country requires it. Any translation into Arabic for a UAE authority must be made by a translator registered with the UAE Ministry of Justice, under Federal Decree-Law No. 22 of 2022 Regulating the Translation Profession.
We manage the attestation process for clients so documents move through the right authorities in the right order, whether you are in the UAE, the USA, the UK or elsewhere in Europe. Rather than leaving you to navigate each government department or embassy individually, we handle the sequencing, submission and tracking end to end, and flag early on if a document is likely to need additional preparation before it can be attested. Pre-checking each document reduces the risk of rejection at any stage.
Demand is high: MOFA received more than 3.7 million attestation requests in 2025, according to Gulf News. Attested documents are often needed alongside other legal work, such as an estate handled by our inheritance lawyers in Dubai, or a company check through due diligence in Dubai.

In-Depth: What You Need to Know
A document issued in the USA is authenticated by the U.S. Department of State before it reaches the UAE Embassy. Since 21 August 2025, the UAE Embassy in Washington has handled attestation through VFS Global, and the document then needs MOFA attestation in the UAE. For degrees, the embassy accepts certificates only from US institutions with regional accreditation from one of the bodies it recognises, so a degree from an unaccredited college will not be attested.
UK documents are legalised by the FCDO Legalisation Office, which adds an apostille. Documents not issued by a UK public body, such as a qualification certificate, must first be certified by a UK public official. Because the UAE is not a party to the Hague Apostille Convention, the apostille alone is not accepted in the UAE, so the document still needs attestation by the UAE Embassy in London and then by MOFA in the UAE.
Documents from France, Germany, Italy, Spain, the Netherlands and other European countries follow the same chain: authentication by the competent authority in the issuing country, attestation by the UAE embassy there, and MOFA attestation in the UAE. An apostille issued in Europe does not replace these steps for use in the UAE. Requirements differ from one country to another, which is why we confirm the exact route for each document before anything is submitted.
For a skilled work permit, MOHRE asks for an educational certificate attested by the UAE Ministry of Foreign Affairs. The qualification needed depends on the skill level of the job: a university degree for skill levels 1 and 2, a diploma or higher for levels 3 and 4, and a high school certificate for level 5. Starting the attestation as soon as you accept a UAE job offer avoids holding up the work permit.
To sponsor a spouse for UAE residence, the GDRFA in Dubai asks for an attested marriage certificate, either issued in Arabic or translated into Arabic by a translator registered with the UAE Ministry of Justice. Birth certificates for children may also be requested in attested form, for example by UAE schools. A marriage certificate issued in the USA, UK or Europe goes through the full chain in the issuing country before MOFA attestation in the UAE.
Common causes of rejection include a step done out of order, such as embassy attestation before the issuing country has authenticated the document, a degree from an institution the UAE embassy does not recognise, and a translation made by someone who is not registered with the UAE Ministry of Justice. We pre-check each document against the full chain before submission to reduce the risk of rejection at any stage.
